Maximum number of private messages

The maximum number of private messages is set to '6'.
If writing a PB it says:
"You may send this message to a maximum of 6 people."


I can select three names, but if i try to select a 4th name a message says:

"You can only select 3 items"

Any ideas what's causing this?
