Application with mybb

I want to know what languages I should use to make a application proccess like enjin for small/mid ranged community for staff applications ban appeals etc. It should be like a forum that is posted like a thread after filled out. Could you just point me in the right start I would like to use HTML, css, and maybe other things if needed
