[General] guest not view attachment

Hi, I have a problem with attachments:

users see this:
   

guests see this:
   

I tried to disable all plugins from the settings but nothing.

i dont understand what the images say.. but check the permissions for the guest group from ACP >> Users & Groups >> Groups >> Guests >> Forums and Posts >> Can download attachments?

This may not be the issue, but it is worth a try to rebuild your Settings Cache:

1.  Admin CP --> Tools & Maintenance
2.  Left Menu:  "Cache Manager"
3.  Scroll Down to "Settings"
4. "Rebuild Cache"
