from no follow to do follow

You forgot to mention one thing - change what? If links in signatures, it's in ACP -> Users & Groups -> Groups -> [group] -> Users & permissions -> Signature links have nofollow enabled?

why some of my member forum get dofollow and other member get nofollow?

This user has been denied support.

If you're using Google SEO, it makes new users/posts nofollow for a few days to give moderators time to remove spam. If you don't want it you can disable it in the Google SEO Meta settings.
