So my moderators have been purging spammers (real users, not bots). They seem to keep coming back, at first I thought they were switching IPs but it look like every single spammer is returning.

Yes, it does IP ban the user as well.

If they keep coming back, they might be using a VPN or a Proxy.

Yeah, I had a load of spammers on my forum that kept coming back and they were using proxies.
