Ability to suspend private message ability

Hi For the moment i have find a way is To copy The Group Like registered With All permissions and use Vip membership You config The Copied group To Block Private message (dont allow private message send but only received ) you use Vip membership to Place 1 member X time you want you can 1 by one or I Think with Usergroup too..
