How do I make a category COMPLETELY private to staff only?

I'm wondering how to make the CATEGORY private to staff members only. I disabled view and all that jazz for registered and guests, but they can still see the CATEGORY. I'm trying to disable them from viewing, but dont know how. Please and thank you.

Edit the category permissions. They still have the ability to view the category even if you privated the forums in it.
