Is there a way to disable quick replies if the receiving user has their PM's disabled?

Not without a plugin I don't think, why would you want to disable that though? It makes user's life easier.

I don't see how. It gives the user the illusion that they can reply even if the person they are writing a message to has PM's disabled.
