I can't even Access User-CP WTF?

My admin account works except I can't even access User-CP.

Is the account you are using banned ?
Try accessing usercp from this url ->

Please share your forum url, its difficult to find issue in image.

what is your forum url ? are you owner (uid as 1) ?
does your forum has other administrators who have access to admin panel ?

for your user group, at the group settings , "Is banned group?" might be ticked by mistake
