I have ran into a few forums where they have "sub" domains (domain.com/sub) with that being said, "sub.domain.com" should also work, but only "domain.com/sub" works. How is this possible?

a subdomain needs to be configured to work (in general, through web host control panel)

subdomain can point to a URL. it can be directed to domainURL/folder or somewhere else.

every subfolder cannot be a subdomain.
subdomain can be pointed to a subfolder.

I am currently using a webhost that offers cPanel, is there a way with cPanel to make my site work on forum.domain.com instead of domain.com/forum?

^ most probably yes. there should be a add subdomains facility at your cPanel [web search results]

when you change the forum url, you may have to take care of board url & cookie settings [see faq: login]
