1.10 Hide quotes from ignored users

I'm posting this because always have users in my forum complaining about this.

Ignore user becomes totally useless if the user can see the comment when someone quotes.

Sounds like a good idea to me.
What's the point of an ignore user option if it can be bypassed anytime a quote is made?

To be honest, I think ignore is a terrible idea in general. It cuts away a great amount of context in discussions.
If a user is being disruptive, it's up to the moderators to handle the issue.

Rather than expanding it's scope, I think it should be limited solely to PMs (and profile comments, if those are added).
In the real world, you have to deal with people you don't like, if you run into them in a public area, if the mods deem them detrimental to the community, then they're removed.
