Can you please explain more in detail on what you need anyway try :

Admin CP -> Users & Groups -> Groups -> * Your Group * -> Forums and Posts

Edit the settings there.

Admin CP -> Configuration (tab) -> Board Settings -> Posting -> Post Flood Time
