Installation problem

I got a installation problem.. when i install the forum software the welcome screen i get and when i click "next" button that redirect again the same page..

can you move all contents of upload named folder to its higher level folder
and then run installation process by visiting your domainURL/install/index.php ..

You moved all of the folders and files out of the /upload directory in to public_html?
