Can't create or edit thread after upgrade from 1.8.18 to 1.8.19

Hi 

After i have upgraded from 1.8.18 to 1.8.19  am i not able to create or edit thread.
It just says: The website cannot display the page (See attachement)

if forum's admin panel works fine then
run file verification tool from below location. what does it report ?
admin panel >> tools & maintenance >> file verification

ignore reported images & ignore files reported from install folder & its sub-folders

I made a full upgrade and now is it working again.
