[How To?] The fastest way to ban spammers by email?

Hi all, I want to ban spammers by deleting account + banning email, NOT by IP, because they don't use static IP.

AFAIK, "Purge spammer" bans IP but doesn't ban email, and manually adding email into "Disallowed Email Address" is quite time-consuming.

Is it possible to config "Purge spammer"?
