I don't think this is true. Then no one with any kind of VPN could access Discord. (Because at least 25% of users use VPNs)

This is how Discord bans and invites have worked for a long time.

When someone is banned any invites to the server become invalid on that IP address.

Edit: I double checked the bans list, for some reason you didn't show up a few days ago - now you do with the ban reason "DM advertising".
