[For 1.8] chkProxy - Block known VPN/Proxies from registering.

chkProxy 1.0
Checks registration IP against a list of known proxy/VPNs. If detected the user is blocked from registering. Powered by GetIPIntel.net

This is not 100% foolproof but it will block a lot of VPNs, proxies, and other bad actors from registering without blocking them from viewing your forum. You are free to use this code and plugin as long as it follows the Expat "MIT" License requirements and restrictions.

This is my first plugin since returning from my lengthy break, I already had a similar plugin I use for other software so porting it over to MyBB was really simple and I noticed this thread.

I am interested in this plugin.

Is there a message that a user gets when they try to log onto my website using proxy/VPNs?

Does it say something like... "A proxy or VPN connection has been detected. This website does not accept these types of connections. Please use your own internet service provider to connect to this website."

Would I be able to change the wording on this warning message? Or is it hard-coded into the plugin code?
