Extend page? Something similar out there or any download manager plugins?

I was looking at the extend page on the site and it’s phenomenal. I assume that it’s custom made and not open sourced so not available for the public right? 
Anyways, is there anything similar to the extend page or anything out there for creating a downloads page (uploading projects/downloads).

It is not publicly available, yes, I use xThreads in my site to get something similar working.
