welcome message post for the portal

I would like if someone can make for the portal a welcome message post area like where the news posts are. It be just like the front page news but a static box where you can add in the portal settings and be able to edit the message from the portal settings also...

my EMS mod can be displayed on everypage or just the index page, it also has a setting to blend in to your theme, if thats what your looking for
