It said after installation CMOD to 644 or 444 but the admin backend states

[font="Lucida Grande", Tahoma, Verdana, Arial, sans-serif]Configuration File
Not Writable
Please CHMOD to 777.

After installation the config.php file doesn't need to be writable, it's safe to ignore the message. I think it's just in case it eneds to be written to in future but this is unlikely.
