How to enable emoji support?

I want to add emoji support to my forum because it is currently showing question marks instead of the emoji. Does anyone know how to do this? 📙

Is your database encoded as utf8?

UTF-8 Status all shows that it is UTF8. There is nothing to convert, not sure why emojis show as a question mark.

Database needs to be UTF8-mb4.

same issue here, if i use an emoji in the title for example it gets replaced with a ?
