This website uses MyBB but is not owned by MyBB.
And it probably denied access from some countries.

I think problem is in your device connection , I check it and there is not problem , test with other devices

No idea why your public IP is blocked - could be any number of reasons.  You might try the site's contact link at the bottom left of the page footer:

   

Kind of hard to see - white text on grey not the best for visibility, but you should manage.   

They've not changed the MyBB software default logo in their theme.  But definitely NOT a MyBB managed site - lol.
