Vouch System

I have found a vouch plugin like NulledBB, but I have no idea how to install it, I put all the files in the root folder, when I go to Admin CP and try to install the plugin the whole page appears blank and all the plugins disappear.

There is no inc/plugins/vouches.php file, so the plugin is incomplete and cannot be installed

Could you give me a hand and create what the plugin is missing or is it too much to ask?

It's too much for me as I don't know what is doing this plugin.

The author unfortunately does not respond, so there is nothing that can be done?

Only the person that wrote the plugin is going to know what's supposed to be in the missing file.
