[How To?] Add admin notice when creating a thread for particular Forum

i want to add some notice in the thread create page for a particular forum, is it possible? here is an example

If you don't want to install a plugin you can use default MyBB options in Admin CP --> Forums & Posts --> Forum Management

Then edit the boards details and find the "additional options" section and add rules.
