update and improve: two factor authentication

At present, if I understand correctly, two factor authentication is only available for admins (https://docs.mybb.com/1.8/administration/security/2fa/).
A mod was created to extend two factor authentication to users (https://community.mybb.com/mods.php?action=view&pid=941) but it has not been reviewed and updated since 2017 ("Last Updated
2017-09-30, 09:34 PM").
I would like to run a forum with two factor authentication for administrators and users.
The option to receive an MFA code by e-mail would be very good too if possible.

2fa for simple users is just a pain for users.
More locks, less users.
