Portal-Like Index Page

I'd like to make my index page the same as that of http://www.digitalphotographer.com.ph/

Can I do that? There's a theme that can almost do this but all boards are shown. I only want to show several posts in a particular forum.

oops! I already saw it. There's a portal.php. Damn! I should have searched for it better. Now, I'll have to check that out.
