Required Custom Fields not appearing in registration form field "required"

New install.  We added custom fields required at registration.  Checked both required and registration boxes YES.  Now when you try to register, you cannot as those fields do NOT appear at registration and registrant gets error message for not filling in those missing required fields.  Only required field that shows is GENDER.
