Not Solved Installation Error/Potential base code issue?

I have installed version 1.8.38 on my VPS (Ubuntu 20 LTS, overkill ram and cpu):

If I install into the root HTML directory, when logging into the front end I get " Authorization code mismatch. Are you accessing this function correctly? Please go back and try again"  From other threads I have checked all the install files, and every file/include has the correct code.

Now I remove the install.

Second install I put into a subdirectory off the root (in my case called it "forum", but directory name doesn't seem to matter from my testing), and the install works perfectly, can log into everything, add users, etc, no login or install errors whatsoever.

I have repeated the above on two different VPS' with the same outcome.  I can't imagine that is intended by the release?

I would prefer the install be in the root, but clearly it is non-functional in the root.  Is there something I am missing from my testing?  I will survive if I have to put it into a subdirectory, but it is not ideal.

Never mind the SSL certs, with all the removing of VPS' and reinstalling, I quit bothering with them until I have the final version of each, and it doesn't affect the above or install in any way.

Check your Cookie Path (Home » Board Settings » Site Details)
On your root example, it seems to be setted on /public_html/, you'd better put /

The full directory meant "seeing from the web", not on your VPS.

Good catch and my typing error on my original post, the "root" installation example is just https://popconunity.com without the slash.  I went ahead and tested the cookie setting with both a slash and no slash and both give error from root.  Attaching base-installation picture of site settings.

That was perfect!

Changing the cookie directory from "/public_html/"  to just "/" did the trick.

Why would it install otherwise?  Hopefully this helps others!!!  That fix couldn't have been easier.
