I can't scroll down in usercp.

Hi.
I have made no direct edits to USERCP.
I have installed plugins that could effect it.
List of plugs

ABP Restrict PM 1.2

issue= in usercp I can only see the inital page when i try to scroll down i get pushed to the top of the page.

I have Tried deactivating all my plugins to see if this fixed the issue so I could try to identify what plugin if any was causing the issue, the issue remained even with them all deactivated.

Other information:
this is happening on any usercp directory. 
Inbox, Account summary, Edit profile etc.
Theme I'm using is IGAME #14 Stable.

further to this I have tested with another theme and that works.
So it looks to be theme related?

update to my update- it is javascript related- in developer mode in chrome if i turn of javasscrip i can scroll

fixed this was an issue with the header template.
