Well it shows it can be done. Either make it your self, pay the money, or find someone else to make it. It's not going to be in 1.4 and well I got a feeling 1.6 won't be out for at least a year (although I really don't know).

For a normal plugin it is nearly impossible, because there are no hooks in forum settings. The user would have to edit files on hisself.
