This shoutbox should be above the forums, but Musicalmidget's plugin is at the bottom. You can disable that like this:
AdminCP -> Configuration -> Shoutbox Options -> Display Mode

After a user registered to the forum and didn't activate his account via mail he can shout.
How is it possible to let just the registered + activated user use the shoutbox?
