dam it, Angry me!..
has he released it by any change or is there a CMS easy to mod to look like it as i am wanting the same type of mod section i am wanting to get like the Mod section look alike i am not fussed what script it is as i can try to make it look like my website design wise.

It hasn't been released and I don't think it ever will be. Tom Loveric is developing a CMS, not sure if it integrates with MyBB but it looks really good.

Tom from what I know is developing his own forum for it, unless he's doing both, his own forum, and a MyBB integration.
