Admin CP Problem

Yes, I am having a problem with the ACP. Recently some of my users have not been able to login so I set the "Inc/Settings.php" to chmod 666 and the cookie settings are all correct? But whenever I try to go to a different part of the admin Cp or save settings it always redirects me to the Admin Log in page. then when I log in everything is okay, but when I click a link or something else it shows up as the Admin Log in again.

Should I revert "Inc/Settings.php" back to chmod 750 (what it was before all this started happening? But then some users cant log in?
