It is what it says. "Too many connections". Just ask your host to extend your Max. User Limit (I Think that's what its called?)

As Raven said, you need to ask your host.

Ask your host to Extend your "Max_User_Connections"

When they do everything will return to normal

also check your installed plugins, maybe one of them cause this
try disable one by one and then check
