in general, such code can be added at the bottom of global.css stylesheet of the theme.

Theme stylesheets should be edited through themes section of forum admin panel.
Advanced mode is preferred for editing the stylesheets [see related guidance]

hey so this line:

straight up does not exist as part of my header template.

this is the closets thing to it;
