that looks like labrocca's forums. the skin is guess is custom, or atleast appears to be

the mod is his tabbed forum index mod at mybb central, you need to be a subscriber there to access it

You know this could be possible to code yourself.
Infact if you look at the unreal themes they have it set up kinda like that.
