You know the message at the top of the index that says:

Important: MyBB 1.03 Released - Critical Security Update. (31/01/2006)

Well is this a mod, a manual change or something else? If it's a manual change, can someone make a mod that makes messages like it? I would use the emergency message system by nitemare but it's not exactly what I need for another board.

It's a custom mod for this board. The Emergency Message System and the Board Message plugin are about the closest alternatives to the best of my knowledge.
