How do you give one user access to the admin cp?

Put them in a usergroup that has ACP access?? You can give limit what they can do at ACP > Users & Groups > Admin Permissions.

They just need to be in a group that can access the ACP; you can set admin as an additional usergroup.

Or if you just want one user to have it and you have other moderators, put them in the admin group and set their display group as moderator.
