How do I make it so my members group CAN NOT give negative rep.

Admin CP > Configuration > Settings > Reputation > Allow Negative Reputation > No.
Disallow negative rep in the Reputation settings.
But I only want members to not be able to do this, admins, mods, smods, and my special VIP group can give negative rep.

There is a plugin at mybbcentral.com

Not possible I think. You will need a plugin for this.
There are a few settings for each group though, in Admin CP > Users & Groups > Groups > Users and Permissions > Reputation Settings.

As far as I know, there aren't any free ones that have been released.
