Adding Pages to the ACP

I'm really stuck here. I thought it would be extremely easy to add a page to the ACP.
I was just wondering if someone could explain the process...

So far I know to put the admin/modules/Plugin/
And then I've got module_meta.php in there, and a blank page to try and set as the active page.
It just simply sends me to the Dashboard of the ACP...

You don't need to add anything into the modules folder, unless you want to. You can use hooks as well.

Look at existing plugins, it's easier for you to see it and experiment it yourself rather than reading someone else's explanation.

I've figured this out... However, I was wondering, how would I go about adding to a submenu in the ACP, through the module_meta...
