Can you get into your AdminCP?
Try to save one of your settings group to force the file to be rebuild.

Try to change this line:
$settings['google_seo_url_punctuation'] = "!\\\\"#$%&\\\'( )*+,-./:;<=>?@[]^_`{|}~%";
to
$settings['google_seo_url_punctuation'] = "!\\\"#$%&\\\'( )*+,-./:;<=>?@[]^_`{|}~%";
