Normal. Lack of organization in this type of folder lets out several interesting ideas. Like this too http://community.mybb.com/thread-46188.html (2009 year).
It's all mixed. Even ideas that is already part of mybb 1.8 is here, as the folder existed before 1.8 was released.
And those ideas that will never be accepted as integration with 3rd software (wordpress, joomla) etc.

It was considered for 1.8 IIRC but wasn't implemented as it would've meant to rewrite most of the code for attachments. But I'm pretty sure it'll make it into 2.0.

The attachments code is scraffly though and needed rewriting.

Ah the much fabled 2.0. It would have been nice in 1.8 which is why I said needed rewriting. It will be all new code in 2.0 right?
