Hello,
how can I define the default Group, because at my Forum it is like radom if the new registered person become User or VIP. How can I define User as default group?

The "Registered" usergroup is already the default usergroup. It's where all users are placed after registration.

Maybe because you promoted them? Or you might have a task scheduled to promote users when they reach a certain number of posts or something like that.

All users should be going to the registered group unless you renamed the registered group to VIP, or you have done what faviouz has said.
