[General] Login not working

Hi. I have a problem with the forum, because when I want to log in to your account (so other users also have) that kind of a log into the account but the page just refreshes and I'm still not logged in, at first I thought this cookie, but not because they are well positioned, have any ideas? From the administrator's panel too have the same problem, logs on and enters the ACP but when I click for example configurations are logged out of my control panel ...
