1) posts are moving to the wrong location. Meaning you will see a reply to a post, located before the post they replied to. And it only happens randomly...not consistent.
2). Normally when someone views a thread with a new post in it, it will go from being bolded to not being bolded...now that doesn't work sometimes (again, randomly)
This happening to anyone else ad/or does anyone know how to address th issue?

Looking at that I see the post time for both the posts is the same. It is possible that they were submitted very close to one another, and whichever got submitted first got posted first. How do you know if post 23 was submitted before 22 since the post time only shows minutes and not seconds?
Do you have any other example on your site that I can look at where the later post appears above an earlier post?
Because the person on post 22 was replying to post 23....let me find another more clear one.

This happened a while back where a post would move to the 1st post position...but it stopped on it's own after I deleted and deactivated some plugins to try and solve it....now this is happening
PS, I am still running version 1.6.1. Could it be I am not using 1.6.4?

Yes I see it now and it is indeed a problem but I am not aware of any bugs on 1.6.1 that would cause this but you should still update to the latest 1.6.4
You also mentioned that in the past you had this problem it cleared up after deactivating plugins, it could be a plugin that is causing this to happen so I would try disabling plugins and see if it still happens then re-enable the plugins one at a time to catch the plugin causing this.

I think i know what causing this.
The server system time is sometimes go out of sync.
So is that because of host issues then?
