You will have to look it up when it will affect you. But yes it will most definately affects you sooner or later.
Denmark together with estonia were the first countries to get this fully implemented so you are forced to obey by these rules. If your site would get reported ofcourse.

Since 2 june this law is obligatory in Europe, otherwise heavy fines..

There is none that is officially supported for 1.8, as far as I'm aware. You may be able to just modify the compatibility line with Matt's Cookie Law plugin from the 1.6 days, but there's no guarantee that it will fully work.

Matts plugin on github is updated for 1.8
