Clear your cookies, login again and you should be able to logout.
If that fails, what are your cookie domain and path set at?
I am able to logout now but there is still the permissions bug.

Can you try to rebuild all the caches and see if that fixes anything?

Admin CP --> Maintenance --> Cache Manager Click "Rebuild Cache" beside each cache entry.
