How do I extend the header_bg image down?

How big are your images? What dimensions they are?

The images are overlaping the login bar.

I see it now. Maybe try little smaller images? Or just you want it big like this?

why not add style="margin-top:-20px;" to the div ?

why not add style="margin-top:-20px;" to the div ?

That moves up the logo.

Try margin-bottom: 20px instead.

Still moved the header :/

Make your header background's height little bit big and move panel little bit lower.
