Source
The one you feel most comfortable using.
Xenforo feels great for me.

vBulletin is something that just cannot stay on my localhost for more than a week, I eliminate it anyway.

IPB uses resources too much.

Xenforo is great, its lightweight, modern and everything. Just the ACP has some weird icons.
IMO, IP.Board does it for me. I despise vBulletin with a fiery passion and have done since vB4 and its tremendous fatassery arrived, haven't used WBB much.

People like that blast from the past known as ProBoards? Wow.
Xenforo.
I like IPB...I own a license and have a big board that is running on their latest software...although, they have been banging out updates almost 2 per month lately! It's getting to be a pain! LOL! But I do like the ACP and everything!
Xenforo and BurningBoard.
It depends how your users are using your site.

For a good integration with social sites (logins etc) - then I would say IPB.

If your users use their phones a lot to not only access the site but to upload images direct from their phones - VBulletin.

For a flashy looking interface with some nice plugins - Xenforo.

BurningBoard are looking good as far as being innovative is concerned - I think they are a solid contender.
