Is it possible with MyBB to have a home page with certain threads from a certain forum you select, to be posted in a system like this? I want to have my threads that are posted in my News and Announcement section to show up like this.

Yeah it's built in, add /portal.php to your URL,
for example:
http://community.mybb.com/portal.php
You can configure the forum that is used in the Admin CP settings, look for "Portal Settings"

I'm sure it's possible with some CSS styling and template modifications. You can look in the Portal Templates and tweak things there.
Unfortunately recreating that theme for you is out of my scope of support
